If you had the power to magically conjure a new pair of mittens every time you lost one, would you put much effort into looking for your lost ones?

In a world where nobody bothers trying to find or retrieve their lost objects, a lost and found can get a bit out of hand. In a world where someone with poor foresight and incredible magical power thought it a good idea to hang on to lost items forever just in care their owners came looking for them, a lost and found can become a world unto itself.
